First of all, this tire part. The wheel part seems to be a wheel cover and is removable. It can be worn while driving to reduce air resistance.

By the way, when you remove this wheel cover, there seems to be a so-called normal Tesla (Model 3, etc.) wheel underneath, so when you remove the cover, you suddenly get the impression that it looks like a normal car. It seems like it will be.
